What Is MEP Commissioning?

Commissioning (Cx) is a quality-focused process that checks, inspects and tests every operational requirement of a project, from individual instruments and equipment up to complete integrated systems. It reduces defects at handover, avoids costly rework, lowers energy consumption and gives facility teams systems they can operate with confidence from day one.

Our teams have delivered commissioning on some of the Kingdom's most demanding projects, including a Riyadh Metro station and the King Abdulaziz Center for World Culture (Ithra) in Dhahran.

Systems We Commission

HVAC Systems

Chillers, AHUs, FCUs, pumps, cooling towers, VRF and ventilation systems, including verification of testing, adjusting and balancing (TAB).

Electrical Systems

MV/LV switchgear, transformers, generators, UPS, distribution boards, lighting and lighting control.

ELV & Low-Current Systems

Fire alarm, CCTV, access control, public address, structured cabling and IT networks.

Building Management Systems

Point-to-point checks, control sequences and BMS integration with other building systems.

Plumbing & Fire Protection

Fire-fighting pumps, sprinkler systems, water supply and drainage systems.

Special Systems

Project-specific systems commissioned through the same documented, owner-focused process.

Our Commissioning Process

  1. Design review. We review MEP designs for commissionability, maintainability and compliance with the owner's project requirements, and track every comment to closure.
  2. Commissioning plan. A project-specific Cx plan defines scope, roles, schedule, test procedures and documentation.
  3. Installation verification. Site inspections and work inspection requests (WIR) confirm that equipment is installed to approved drawings and manufacturer requirements.
  4. Pre-functional checks. Start-up checklists are completed for every piece of equipment before it is energised.
  5. Functional performance testing. Approved test procedures (ATP) prove that each system performs in all operating modes.
  6. Integrated systems testing. We test how systems work together, for example fire alarm interfaces with HVAC, BMS and access control.
  7. Handover and training. Complete commissioning records, O&M documentation and operator training for a smooth handover to facility management.

Real-Time Commissioning Reporting

Every STED project is managed on our own digital commissioning platform, the STED MEP Portal. Owners, consultants and contractors follow progress by building, floor, system and equipment, with live dashboards for design review comments, inspections, test results and open issues.

Decisions are based on current site data, not last month's report.

Frequently Asked Questions

When should commissioning start on a project?

Ideally during the design phase. Early involvement lets the commissioning team find design issues on paper, when they are cheapest to fix, and plan testing before construction begins.

What is the difference between testing and commissioning?

Testing checks that an individual piece of equipment works. Commissioning is the full process that verifies every system, and every interface between systems, meets the owner's requirements from design through to handover.

Do you work for owners, consultants or contractors?

All three. We act as an independent commissioning authority for owners, and we support consultants and MEP contractors with commissioning management and specialized hands-on testing.

Do you work outside Riyadh?

Yes. We are based in Riyadh and deliver projects across Saudi Arabia, such as the King Abdulaziz Center for World Culture in Dhahran.
